Freeman Academy junior Seth Balzer carries his tuba across the ground floor and to his seat at the new Summit Arena that is part of The Monument complex previously known as the Rapid City Civic Center Saturday evening, Oct. 30. Balzer was a member of the All-State Orchestra that was featured at the 2021 All-State Chorus and Orchestra festival — an event that drew nearly 1,000 high school students from across South Dakota. It was the first large-scale event at the new arena.
