Jim Smidt, an employee of the city of Freeman who has helped manage the recycling center for the past decade, moves a container back into place Friday morning. Smidt says he is at the Cedar Street facility six days a week “and sometimes on Sundays” tending to the many recyclables dropped off at the facility, which is open to the public 24 hours. Recycling has been part of the city’s waste management system for more than 25 years, with its roots going back to the ecology program at Freeman Junior College in the 1970s.
